Since we changed the release container build job to pull artifacts from GitHub releases, we need to wait for the job that creates the release to complete before attempting to build the container.

Since we changed the release container build job to pull artifacts from GitHub releases, we need to wait for the job that creates the release to complete before attempting to build the container.
